Silent serial stars Ben F. Wilson, Neva Gerber, Ruth Royce and Al Ferguson. Government agent Officer 444 is after a mad scientist named "The Frog" who wants to rule the world. The Frog is a slinking shadowed figure moving much like Lon Chaney in his roles as a contortionist. The Frog does rule an underworld complete with dungeon and deformed evil hunchbacks. A woman working with The Frog, called The Vulture tries to lead Officer 444 astray too.
